I encountered a second error as well, if it is not allowed to write disks encrypted by other organization, the organization ID must be also set otherwise after setting up the drive and removing it, for subsequent mounts it will be treated as a foreign drive and will not be writable. I removed this setting and now behavior is as advertised, pops up a question to encrypt the usb drive and if I go through that I can write to the disk. It was a bit confusing as well because in registry where I had the first entry there was no other key but apparently this second setting is saved somewhere else. I didn't only have this "Deny write access to removable drives not protected by Bitlocker", but there was also the other option "Removable Disk Deny Write Access" applied.
